SPI Ouest-France - Intermarché - 2011

WARNING : Maximum number of boats limited to 500

1 - ORGANIZATION The Société Nautique de la Trinité-sur-mer, in conjunction with OUEST-FRANCE, organizes the Spi Ouest-FRANCE Intermarché from 21st to 25 April 2011, under the authority of the Fédération Française de Voile.

2 - RULES 1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012.

2. Official language of the regatta will be French.

3. Prescriptions of the National Authority (Fédération Française de Voile) will apply to foreign competitors (see Appendix “Prescriptions” attached)

4. The boat’s owner or skipper shall, under his sole responsibility, make sure that his boat complies with the equipment and security rules prescribed by the laws, by-laws and regulations of the relevant Administration.

3 - ADVERTISING In accordance with ISAF Regulation 20 (Advertising Code) as modified by the Advertising regulation of the FFVoile, boats may be required to display the advertising chosen and supplied by the organizing authority. Competitors shall be responsible for installation and care of this material.

4 - ELIGIBILITY 1. Boats eligible to compete in the Spi Ouest-France shall be monohulls.

a - IRC measurement, with a minimum TTC of 0,850. The minimum overall length authorized is 7 meters.

b - One design ISAF Recognized class or FFV Recognized class, with a minimum overall length of 6.50 m. At least 10 boats are required to constitute a one design series. If such number is not achieved, boats will compete in IRC.

c - Boats not equipped with lifelines will not be allowed, unless authorized by their class rules.

The boats of the classes Open 5.70, class 6.5, Open 7.50 and Longtze are exceptionally authorized to compete as one design classes. If the minimum number is not achieved by end of registration (7 April), they will not be authorized to compete in IRC.

For the one design Open 5.70, Class 6.5, Open 7.50, a certificate of participation to winter trainings delivered by the organizing club shall be provided. No registration will be accepted without such document.

2. Each boat shall have a crew composed with at least 3 members. The crew shall respect class or measurement rules. For IRC, the crew of a boat, skipper included, shall not exceed the number mentioned on the measurement certificate of the boat.

3. A sail number answering the requirements of respective measurement rules is compulsory for each boat.

4. The organizing committee may accept or refuse a registration (RRS 76.1).

5 - FLEET SPLITING AND COURSE 1. The number of boats registered in each category will determine the allocation of boats to one of the 3 race areas of the event 2011 (see location and size of areas on the map of Quiberon).

2. Courses will be upwind downwind, with one or two laps, or coastal courses. SHOM charts advised : 7033 (+ 7032 for the long coastal course).

3. If there are more than 100 boats registered in a category, the fleet may be split into two groups.

6 - REGISTRATION Registration can be made online at : spi-ouestfrance.com

1. The registration documents (paragraphs 7 and 8 below) shall be sent to SNT by 7 April. Late entry received after this deadline will be increased by a 40€ penalty. Each participant will receive a numbered acknowledgement of receipt (maximum number of entries limited to 500).

2. Exceeding registrations (above 500) will constitute a waiting list in case of cancellation of entries. Skippers on the waiting list will be notified by mail, as well as of their registration in case of cancellation of another entry.

3. In case of entry cancellation by 7 April (except for waiting list), the sum of 50 € will be kept by the organization for administrative expenses. After 7 April, the entry fee will not be refunded.

4. In case of exceptional circumstances or if required for safety of participants, organizers may decide to cancel the event. Such cancellation for reasons outside organizers will or for reasons mentioned above will give neither place to refund of entry fees nor to any compensation. This will also also applky in the event of exceptional weather conditions, armed conflict, requisition, fire, flood, strike, blocking of facilities with an origin outside and independent of organizers will. This list is not limitative.

a - Minimum requirements for registration of your entry:

Original entry form (neither fax nor copy) duly completed on both sides (except crew list which shall be completed as soon as possible and by Thursday 21st April)

Entry fees in Euros (n° and bank transfer authorization, or cheque in euros drawn from a bank in France only). Registration without entry fees will automatically be rejected.

2 stamps (standard rate) or for foreign post, international voucher with same value.

b - Your file will also need to include the following documents, which can attached to you application, to spped up your registration on arrival:

2011 Class membership certificate for all one designs (FFV or ISAF recognised class) For Open 5.70, Class 6.50, Open 7.50 and Longtze one design, a certificate of participation in the winter trainings delivered by the organizing club shall be provided. Registrations without such document will be disregarded.

2011 IRC Measurement Certificate delivers before 18 April for all other boats (and for any one design if less than 10 boats are registered).

c - For your registration to be complete, you shall send as soon as possible, and before 21st April, following information or documents :

- 2011 valid licence for French competitors (medical stamp or certificate, and parental authorization for minors)
- Foreign competitors competing on French or foreign boats shall show a document certifying their membership to a MNA. They shall show a third party liability insurance with a minimum amount of 1,5 millions Euros. If not, they will have the opportunity to buy at the organizing club a third party liability insurance for the regatta (8 €).
- For any French boat, the first page of the French certificate. Foreign boats shall comply with their national regulations.
- 2011 Advertising card for any French boat with advertising.

d - Registration, Thursday, April 21st :
- If you fulfilled all the documents listed above, your registration will be simpler and faster on Thursday.
- If you did not, you will have to check all the information given in § (c) before your registration.

- Sailing instructions: sailing instructions will be available on 21st of April, after registration has been confirmed. The SI distributed during registration are the only official ones.

8 - ENTRY FEES (including 8 € for SNSM) - Less than 8 m 240 €

- from 8m to 8,99 m 265 €

- from 9 m to 9,99 m 300 €

- from 10 m to 10,99 m 340 €

- from 11 m to 11,99 m 400 €

- from 12 m to 12,99 m 455 €

- 13 m and above 530 €

9 - DISCLAIMER OF LIABILITY

1. The responsibility for boat’s decision to participate in a race or to continue racing is hers alone.
2. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
3. Boat’s registration means, for all matters related to implementation and interpretation of texts and documents mentioned in paragraph 2 of this Notice of race, and conflicts arising from those, that the boat will not resort to any court or law or tribunal not mentioned by the RRS.
4. Should the Harbour Authority so decide, the Race Organization may ask competitors to be ready to set out for another harbour in the Bay. There shall be sufficient crew on board permanently to handle the boat. As soon as the order to get underway has been given, the boats concerned shall make for the appointed harbour immediately. Failure to comply with this request shall mean that the boat will be excluded from the regatta, without prejudice to any action in criminal and civil law in the event of an accident.

10 - SCORING SYSTEM 1. When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst scores.
2. Specific ranking for a class (one design or measured) will be established for series above 10 boats.
3. The regatta will be valid if at least 2 races have been completed.

11 - HAUL-OUT RESTRICTIONS Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

12 - DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta.

13 - RADIO COMMUNICATION Except in case of emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
